Add build-only pre-CQ configs

Let us add build-only pre-CQ configs for most of existing boards to increase the coverage in pre-CQ.

This is not happening very soon due to capacity problem. CI team said we will get more resources in Q3. Meanwhile I'm unassigned this issue.
