Regression : Bottom Separator line is seen missing for add folder permission info bar in devtools

Issue description

Chrome version : 68.0.3427.0 (Official Build) afb48319da5a0de6204978a68993f32d1d506263-refs/branch-heads/3427@{#1}(32/64-bit) 

OS : Windows(7,8,8.1,10) and Linux(14.04 LTS) OS.

Steps to reproduce:
1. Launch chrome ,open devtools and go to 'sources' section.
2. Under 'Filesystem',click on 'Add folder to workspace' and observe permission info bar.

Actual Result: Bottom Separator line is seen missing for add folder permission info bar in devtools.
Expected Result: Bottom Separator line should be seen missing for add folder permission info bar in devtools.

This is a regression issue broken in ‘M-68’ and will soon update other bisect info.
Good build: 68.0.3426.0 (Revision : 557429 )
Bad build: 68.0.3427.0  (Revision : 557758 )

Unable to narrow down the range using per-revision script as getting traceback error between this range, hence providing bisect using old script.

Note : Issue is not seen on Mac(10.12.6, 10.13.1, 10.13.5) OS

I reverted this change earlier due to a different break, but I'm not sure it's what caused this issue yet since I can't repro on MacViews. Will follow up if I can repro in a Linux build and reverting fixes it.
