Regression : Unable to click on any item present on bookmark bar in Canary #68.0.3427.0

Issue description

Chrome Version : 68.0.3427.0 (Official Build) afb48319da5a0de6204978a68993f32d1d506263-refs/branch-heads/3427@{#1} 64-bit
OS : Windows(7,8,8.1,10), Linux(14.04 LTS)

What steps will reproduce the problem?
1. Install latest chrome canary #68.0.3427.0 and launch it.
2. Open NTP and try to click on any item on bookmarks bar.
3. Observe

Actual Result : Unable to click on any item on bookmarks bar.

Expected Result : Items on bookmark bar should be clickable.

This is a regression issue, broken in M-68 and will soon update other info.

Note : Unable to narrow down the range using per-revision script as getting traceback error between this range, hence providing bisect using old script.

This is a regression issue, broken in M-68 and providing the bisect using old script:
Good Build : 68.0.3426.2 (Revision : 557429)
Bad Build : 68.0.3427.0 (Revision : 557758)

Update :

User can access bookmark bar items only after enabling the "Show bookmarks bar" toggle from chrome://settings page. Note that in fresh installation, by default "Show bookmarks bar" toggle button is set to 'Disable', hence user can not access any item present on bookmark bar until the option is enabled.
