Regression : Grey focus highlight on reset overlay checkbox is seen faint.

Issue description

Chrome version : 68.0.3426.2 (Official Build) 8d29aa70f0627b1d04b5b1275cd134bb45109fe7-refs/branch-heads/3426@{#5} (32/64-bit) 

OS : Mac(10.12.6,10.13.1,10.13.5),Windows(7,8,8.1,10) and Linux(14.04 LTS) OS.

Steps to reproduce:
1. Launch chrome and navigate to‘chrome://settings/resetProfileSettings’.
2. Press tab key until focus reaches to 'current setting' checkbox on overlay and observe.

Actual Result: Grey focus highlight on reset overlay checkbox is seen faint.
Expected Result: Grey focus highlight on reset overlay checkbox should be seen properly. 

This is a regression issue broken in ‘M-68’ and using the per-revision bisect providing the bisect results,
Good build: 68.0.3417.0 (Revision : 555218)
Bad build: 68.0.3418.0  (Revision : 555651)

You are probably looking for a change made after 555616 (known good), but no later than 555617 (first known bad).
