Several views hides virtual keyboard forcibly event if it's in sticky mode.

Issue description

What steps will reproduce the problem?
(1) Enable 'On-screen keyboard' option
(2) Open the VK from the keyboard button on the shelf
(3) Open a browser window and tap a three dots button

Should we close the virtual keyboard in this case?
Another example is search text box in app launcher window.

JFYI: In the case of the app menu (three dots button), it seems like we are explicitly hiding the keyboard: https://cs.chromium.org/chromium/src/chrome/browser/ui/views/toolbar/browser_app_menu_button.cc?q=BrowserAppMenuButton::ShowMenu&sq=package:chromium&g=0&l=111
This bug has a target milestone that has passed.  Please help bug cleanup: mark it closed or update/remove the milestone target.

It makes sense to close the VK when opening a menu that has no text entry (three dots menu).  I was not able to repro the second use case.  Closing as WAI, but please reopen if I'm missing something and it's still happening.
