Collect better data about unsupported schemes in UKM.

We are seeing a lot of hits of DroppedDataReason::UNSUPPORTED_URL_SCHEME.

It seems like much of it may be caused by spurious attempts to record empty URLs, but there may also be some legitimate cases.

We should fix the recordings, and see if there are ways we can improve our data in these cases.
