building betty/novato includes crosvm in the image

Issue description

See for example https://luci-milo.appspot.com/buildbot/chromeos/betty-release/1226, crosvm is added to the board even though it's not supported. I verified that e.g. /etc/init/vm_concierge.conf ends up in the final image.

Those boards inherit indirectly from amd64-generic, which has the kvm_host USE flag set. I've posted CLs to disable kvm_host in betty and novato.
