Focus 40 display does not reconnect on restart

Chrome: 68.0.3425.0 (Official Build) canary (64-bit)
Braille Display: Focus 40

Steps to repro:
#Connect the display to the Chromebook
#Enable ChromeVox
#Shut down and start the Chromebook
#Notice that the display no longer displays text

Expected: The display should resume displaying text when the system restarts

Actual: The display remains blank
