Border icons get stuck in Hover state for Chrome app windows

Chrome Version: 68.0.3425.0
OS: Windows 10

What steps will reproduce the problem?
(1) Open any App window (e.g. CIRC https://chrome.google.com/webstore/detail/circ/bebigdkelppomhhjaaianniiifjbgocn?hl=en-US)
(2) Hover over a border icon
(3) Move cursor down into window area

What is the expected result? Button unhighlights

What happens instead? Button remains highlighted

This repros as far back as Chrome 66, so I don't think it's related to the now-fixed regression in  Issue 828591 .

**UI mass Triage**

Seems its fix ed in latest canary on windows OS. Please check the attached screencast & update the thread with observations. Adding respective labels to proceed further.

This continues to reproduce in apps run in v73.0.3667.0
