SkiaRenderer OOPIF visual glitch (appearing on top of window)

Run chrome w/ --use-skia-renderer, open up cnn.com, scroll until the first ad on right hand side should be half out of view.

Expected: ads only visible inside viewport.
Actual: see attached screenshot.

I remember I found the similar problem with oopd and skdll.
Reproduce steps:
1. Run chrome with flags:
--enable-features=VizDisplayCompositor,UseSkiaRenderer,UseSkiaDeferredDisplayList
2. Navigate to youtube.com and play a video
3. Scroll up and then you will find the video is displayed out of renderer area.

Also: we can extend the bug: run the config that penghuang@ mentions on CT and generate a list of pixel diff sites.
