css grid stops laying out elements when 40,000 pixels tall

Issue description

Chrome Version       : 66.0.3359.139
OS Version:

What steps will reproduce the problem?
1. visit https://jsfiddle.net/oo5opef3/
2. scroll to the bottom of the demo


What is the expected result?
The elements keep vertically laying out

What happens instead of that?
The elements stack on the same Y axis after 40,000 pixels

possible.

Reduced further, it looks like this happens at 1000 row elements and is not bound by height.
