Steps To Reproduce:
(1) Update Cave to 67 Beta
(2) Shutdown the device
(3) Restart the device

Expected Result: Usual Chrome OS boot process

Actual Result: Keyboard and screen backlight come on. Chrome OS may boot after pressing random keys on the keyboard or after a random (long) wait.

How frequently does this problem reproduce? Every boot or resume from sleep with no user logged in
