OS: Win (7, 8, 8.1, 10), Mac (10.12.6, 10.13.1, 10.13.5) and Linux (14.04 LTS)

What steps will reproduce the problem?
(1) Launch chrome, open DevTools and tap touch on "Sources" tab.
(2) Drag "Scope" window to LHS such that horizontal scroll bar appears.
(3) Now try to scroll horizontal bar to RHS and observe.

Actual Result: Screen gets chopped after scrolling horizontal bar to RHS under Sources tab in DevTools.

Expected Result: Screen should not get chopped after scrolling horizontal bar to RHS under Sources tab in DevTools.

This is a Non-regression issue seen from M-60 series build #60.0.3072.0.

Note: Issue is also seen on M-67 Beta (build #67.0.3396.40), M-68 Dev (build #68.0.3423.2) & M-68 Canary (build #68.0.3426.0).
