Unable to scroll using tap touch in DevTools

Issue description

Chrome Version: 66.0.3359.170 (Official Build) 30c511add11ae3d417d1ca5e010152fce57fa128-refs/branch-heads/3359@{#814} (32/64 bit)
OS: WINDOWS 10 (Touch Device)

What steps will reproduce the problem?
(1) Launch chrome, open DevTools and tap touch on "Network" tab.
(2) Press 'F5' from keyboard to record the reload.
(3) Now try to scroll the recorded data using tap touch and observe.

Actual Result: Unable to scroll using tap touch in DevTools.

Expected Result: Scroll using tap touch should work in DevTools.

This is a Non-regression issue seen from M-60 series build #60.0.3072.0.

Note:
1) Issue is also seen on M-67 Beta (build #67.0.3396.40), M-68 Dev (build #68.0.3423.2) & M-68 Canary (build #68.0.3426.0).
2) Issue is not seen on Mac and Linux OS.
