Non-Regression : Unnecessary 'Close' icon and 'CLOSE' button are available in "To recover your account...' dialog box of 'sign in as an existing user' page

Issue description

Chrome Version:68.0.3245.0/10663.0.0 dev-channel Daisy,Candy and Reks
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User ->Now at Uber Tray click on 'Sign out' option -> In Sign out screen turn-off WI-FI from Uber Tray 
(2)Click on 'Add person' -> "Network not available" is seen ->click on 'sign in as an existing user' -> enter email id -> click on 'NEXT' to navigate to password page
(3)Click on 'Forgot password?' option -> "To recover your account...' dialog box is seen -> observe 'Close' icon and 'CLOSE' button are available instead only 'CLOSE' button should be seen
(Please refer video and screenshot)

Expected: Only one option should be seen i.e. either  'Close' icon or'CLOSE' button should be seen
Actual: Instead 'both  options  are available to close dialog box i.e. 'Close' icon and 'CLOSE' button are available

Note : In M-55 only 'CLOSE' button is available

This is Non-Regression Issue seen from M-62
