Non-Regression: Chopped focus is seen on hovering on Layout header of On-screen keyboard

Chrome Version:68.0.3425.0/10663.0.0 dev-channel Reks,Daisy,Candy
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user>> Enable On screen keyboard and open it 
(2)Click on 3 dot menu and on layout option
(3)Hover on layout header and observe

Actual: Chopped focus is seen on hovering on Layout header
Expected: No such issue should be seen

This is a Non-Regression issue seen from M67 

@blakeo: Please confirm the issue

NOTE: Issue is also seen in OOBE screen
