Regression : Border lines are seen missing for Header text in Network settings window

Chrome Version:68.0.3245.0/10663.0.0 dev-channel Daisy,Candy and Reks
OS: Chrome

What steps will reproduce the problem?
(1)Recover build -> In OOBE screen click on 'Let's go' which navigates to 'Connect to network' screen
(2)Connect to Wi-Fi Network ->Now At Uber Tray select 'Network' option -> click on 'Network settings' option
(3)observe Border lines are not seen for Header text
(Please refer Video and Screenshot)

Expected: Header text should be seen in Bold and also border lines should be seen
Actual: Instead Border lines are not seen for Header text and text is not bold

This is Regression Issue as same is working fine in 68.0.3418.0/10645.0.0
