Improve the test framework for NavigatorContentUtils

The functions of NavigatorContentUtils (navigator.registerProtocolHandler, navigator.unregisterProtocolHandler) have been just tested if the functions can generate proper exceptions based on the specification. So we need to test some behaviors if the functions work correctly as we expect.
