Regression: Toggle button is seen missing for 'sending diagnostic and usage data' in OOBE-'Google Chrome OS terms' page

Chrome Version:68.0.3425.0/10663.0.0 dev-channel Daisy,Candy,Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)Recover build >>In OOBE screen ,connect to a network
(2)go to 'Google Chrome OS terms' screen and observe 

Actual: Toggle button is seen missing for'sending diagnostic and usage data'
Expected: Toggle button should be seen for'sending diagnostic and usage data'

This is a Regression issue as same is working fine for 68.0.3423.0/10657.0.0 dev

Note: Issue is not seen for Linux,Windows OS

@alemate : Please confirm the issue

The button shows up as expected on on 68.0.3440.13 on kevin.

I'm guessing it was fixed somewhere between 68.0.3440.13 and 68.0.3425.0
