Sticky mode of a11y keyboard is broken.

Chrome Version: 68.0.3425.0

What steps will reproduce the problem?
(1) Enable On-screen keyboard option
(2) Press the keyboard button on the shelf

What is the expected result?
VK shows and persists.

What happens instead?
VK shows but not persists.

Shouldn't hide VK in RequestHideKeyboard() if VK is locked.
