Nothing is happened when Bing is default search engine after clicking on back navigation arrow button.

Issue description

Chrome Version: 66.0.3359.170 Revision	30c511add11ae3d417d1ca5e010152fce57fa128-refs/branch-heads/3359@{#814}(32/64 bit)
OS: Mac(10.12.6, 10.13.1, 10.13.5),Windows(7,8,8.1,10),Linux(14.04)

Pre-condition: Set default search engine as Bing from chrome://settings/search

What steps will reproduce the problem?
(1) Launch chrome, open NTP and close any thumbnail from NTP.
(2) Now click on back navigation arrow button and observe.

Actual: Nothing is happened after clicking on back navigation arrow button.

Expected: Browser should get back navigated after clicking on back navigation arrow button.

This is a non-regression issue, seen from M-60 build(#60.0.3072.0)

It looks like Bing's NTP adds a number of redirects when an MV tile is removed (see attached screenshot). Each of the pages looks the same.

Since this is specific to their implementation, I don't think there's a Chromium issue to be addressed.
