Android status bar is wrong color on dark pages

Issue description

Chrome Version: 66.0.3359.126
OS: Android

What steps will reproduce the problem?
(1) Visit arstechnica.com on Chrome for Android.

What is the expected result?
Since it's a dark page, both the omnibox at the top and the system status bar (back/home/switcher) at the bottom should have a black background.


What happens instead?
The omnibox is correct, but the status bar at the bottom has a white background with dark gray buttons.  This is very jarring and feels out of place.

Note that this bug affected M65 as well, but I'm pretty sure it used to work in earlier milestones (not sure if it was M63 or M64).

In earlier versions the system nav was always black so it was easier to ignore. I agree that we should probably change its color based on the lightness of the current page. @hannahs what do you think?
