Swipe up or down to expand/collapse notification

On Android devices, each notification can be expanded/collapsed by swiping up and down, in addition to tapping on the caption.
It'd be nicer to have similar feature on Chrome OS notifications as well.

Thanks for filing Yamaguchi, I'll add that this feature should work the same between native, web and arc notifications.

This has been a long term issue. This has more technical difficulty than we had expected at first. See the internal issue b/68986217 for some context.
