Default-enable Smart Selection in Chrome

Smart Text Selection support in Chrome should be default-enabled, or no longer controlled with a Finch config.

Smart Text Selection support in Chrome was added with issue 756241.  It was changed to default-disabled in  issue 783932  so Finch could control it and rollout as needed.
