Issue descriptionThis seems to have regressed when switching from the old Options UI to the new Settings UI. Repro steps (also see screenshots) 1) Add "RestoreOnStartup": 1 in /etc/chromium/policies/recommended/foo.json. 2) Open chrome://settings Expected: A policy icon is shown next to the radio button, even though the radio button is editable (not disabled). Actual: No policy icon is shown. @tbuckley: Do you know if this was a deliberate choice, or is it indeed a regression?

I don't know that we ever audited /recommended/ policies well. if you make that policy /managed/ it works as expected. with recommended policies, you generally want to show a little power plant with some UI explaining that the administrator recommends (but doesn't enforce) this value and potentially a way to reset back to the recommended value easily (I'm fairly sure that's what I've seen elsewhere in Chrome).

That is my expectation / recollection also. IIRC, radio buttons are a bit tricky WRT how policy icons get displayed, so it would not especially surprising to me if correct handling of recommended policy got overlooked. Bumping up to P-2 because policy indicators are pretty important.

I am going to go ahead and put this on my plate. I'm familiar with the UI elements and I think these are pretty important. I know what happens to "P2 + Available" bugs :)
