Everything except webpage contents freezes

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1. Open chrome
2. Browse the internet
3. Open up more than 10 tabs (not consistent)
4. After some point, each new tab that you create will allow you to click into the address bar and navigate to any web page but after navigation everything except the webpage contents will be frozen. Cannot click into address bar or close out tabs/windows. Cannot move windows or tabs. CTRL+W sometimes works. Can still navigate the internet and do everything on the webpage through the main display window but nothing else works.

What is the expected behavior?
Able to utilize address bar, toolbar, menus.
Able to close tabs and windows.

What went wrong?
Not able to click into address bar and type.
Not able to move or close tabs/windows.

Did this work before? N/A 

Chrome version: 65.0.3325.181  Channel: stable
OS Version: 10.0
Flash Version: 

Only does this on my Windows 10 machine. It kind of acts like there is not enough memory/RAM, but system resources are well below any significant level.

The problem will not show itself until I have at least several web pages open.
Once it starts showing itself, only the page where the problem started showing up and any new tabs/windows after that will display this issue. All existing windows/tabs that were opened before the problem started showing up will still work fine.
Closing all of the problematic tabs/windows does not fix the problem.
Closing completely out of Chrome and re-opening tends to fix it until I open 10+ websites.

Developer panel still works fine on problematic tabs.

I usually have at least 10 and up to 150 tabs open, with an average of about 25-50 tabs at any given time.

Tested the issue using #66.0.3359.181 on Win 10 as per the steps mentioned in original comment and could not reproduce the issue.

@Reporter: Could you please update Chrome to latest version #66.0.3359.181 and check if you still face the issue?

Chrome update only updates me to Version 65.0.3325.181 (Official Build) (64-bit)
How do I get 3359?

We were unable to reproduce this bug on windows latest canary-72.0.3615.0. If this bug still reproduces for you on chrome latest channels as per C#7,
