Add touchpad scrolling support to gpuBenchmarking

SyntheticGestureTargetAura::DispatchWebMouseWheelEventToPlatform generates and dispatches ui::MouseWheelEvent for wheel events.

It would be nice to have something like DispatchTouchpadWebMouseWheelEventToPlatform that uses ui::ScrollEvent to
simulate events that we get from touchpad scrolling on Chrome devices.

nzolghadr@ I remember from our team meeting that you asked if we want any additional support in gpuBenchmarking, please triage the bug if there is anyone working on expanding gpuBenchmarking support, if not I can be the owner and probably get to it sometime in Q3.
