sommelier: new layout resource in AS doesn't resize window

Repro steps:
1) Open Android Studio, make a new project
2) File -> New -> Android Resource File
3) In the resource type dropdown, select "Layout"
4) Add "screen width" to chosen qualifiers. The window will change layout but not change size.

This isn't a Crostini specific bug...I can reproduce this on my workstation if that dialog window is small enough. I filed a bug for AS at b/122301832
