Column-Count makes links unclickable after the first column

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.139 Safari/537.36 Steps to reproduce the problem: 1. www.dickinsonstate.edu 2. Hover over the main menu to view dropdown menu 3. Hover over the 2nd or 3rd column menu items and they are not clickable (note that the first column of links works fine) What is the expected behavior? These links should be clickable and were prior to the newest version of Chrome. What went wrong? The links not being clickable is a new problem that has occurred since the upgrade. Did this work before? Yes The last version I can confirm it was working was Version 65.0.3325.181 (Official Build) (64-bit). Chrome version: 66.0.3359.139 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Removing columns or using something like display:flex allows the links to operate but these aren't functional solution for our website. I simply tested these options to ensure something wasn't layered over the menu items or something like that.

Able to reproduce the issue on Mac 10.13.3, Win-10 and Ubuntu 17.10 using chrome reported version #66.0.3359.139 but the same is not reproducible in the latest canary #68.0.3425.0. The CL was landed before M67 branch, but the CL is not suitable for M66. I'm removing M-66 and Target-66 from the labels. BTW, what's the relationship between M-XX and Target-XX labels? I haven't found documentation about them.
