Steps to reproduce the problem:
1. Turn on the Chromebook
2. Look at wallpaper preview.

What is the expected behavior?
It will have the user's wallpaper for a second, then go to the default background, stay for about 2.5 seconds, and then go back.

What went wrong?
It never did this in any of the older versions of Chrome OS, even on the dev channels.
