Collapsed tabs in the tabstrip should be scroll-able with trackpad

What steps will reproduce the problem?
1. Open enough tabs to start seeing them ollapse
2. Use two touch to surface collapsed ones 
3. Now try the same with touchpad

What is the expected result?

Touchpad should have a gesture - i.e. two-finger horizontal scroll - which lets me "scroll" through all tabs in my tab strip.

What happens instead of that?

It's super awkward to find a collapsed tab right now with trackpad. The hit surface is too small and there is no gesture for horizontal scrolling either.

Please provide any additional information below. Attach a screenshot if
possible.

I agree, this was marked in the specs. I forgot to bring it back up during QA.
Tentatively assigning to Malay as he's been working on tabstrip.
