[CocoaBrowser] Extension icons appear with delay when resizing the Omnibox

Chrome Version: Canary 68.0.3425.0
OS: macOS 10.13.4

What steps will reproduce the problem?
(1) Install at least two extensions
(2) Hide the extension icons in the Wrench Menu
(3) Open a new window
(4) Resize the Omnibox quickly, so that the extension icons appear on the Toolbar

What is the expected result?
All extension icons should appear immediately.. 

What happens instead?
The second and higher extension icon appear with delay.

A screencast is attached.

Probably regressed with https://chromium-review.googlesource.com/1048047 ?

This only happens in Cocoa; Not in MacViews. So maybe not high prio.

Bisect gave me this range:


You are probably looking for a change made after 544959 (known good), but no later than 544964 (first known bad).
