Include flakiness history when reporting flaky tests to Findit for flaky analysis |

Issue descriptionRight now, Chromium-try-flake only reports the name and associated properties of a flaky test to Findit for flake analysis, but *not* the history of the flake occurrences. The history also has a huge amount of information: for example, it can tell us roughly when the test starts being flaky. Taking advantage of those information can significantly reduce the range of of commits Findit needs to search.

ctf has become read-only. Is this issue obsolete now? Though on the other hand, this still sounds a good feature while analyze a flake, especially later when we can have well-established flake history over time.
