Password prompt remains inactive despite smart login detects phone

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10452.85.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.158 Safari/537.36
Platform: Google_Eve.9584.107.0

Steps to reproduce the problem:
1. Lock Pixelbook by pressing the "on button"
2. Wait for smart login to detect phone

What is the expected behavior?
The password field disappears when laptop detects the phone

What went wrong?
Password field remain active

Did this work before? N/A 

Chrome version: 66.0.3359.158  Channel: stable
OS Version: 10452.85.0

Issue present on other builds too. So not solely a Pixebook issue.

Also inactive in title should be active. It's a typo. 
Status: WontFix (was: Assigned)
This is by design.  The user should not be prevented from entering her password as a result of SmartLock being able to unlock the device.
