Enabling Google Assistant without enabling Play Store caused it to hang

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 10452.85.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.158 Safari/537.36 Platform: Google_Eve.9584.107.0 Steps to reproduce the problem: 1. Disable Play Store on a Pixelbook 2. Go to setting and enable ONLY the assistant What is the expected behavior? The setting auto enables the play store or pop up a message that the feature that Assistant requires Google Play store to be enabled What went wrong? App stuck on setting up assistant. Did this work before? No Chrome version: 66.0.3359.158 Channel: stable OS Version: 10452.85.0 Flash Version: 29.0.0.171

Issue can be replicated if you call on assistant with play store deactivated e.g. the assistant icon or long press menu icon.
