Cycle between Chrome Windows with a pt-PT keyboard does not work as expected

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_4) AppleWebKit/605.1.15 (KHTML, like Gecko) Version/11.1 Safari/605.1.15 Steps to reproduce the problem: 1. With a pt-PT Keyboard layout and trying to cycle through Chrome Windows with the < command + `> 2. It actually cycles through tabs instead of windows What is the expected behavior? Using the OS X shortcut to cycle through windows should in fact cycle windows not tabs. What went wrong? This is happening for pt keyboard layout maybe because the actual key's pressed to achieve < command + `> is actually < command + shift + ´>. Did this work before? N/A Does this work in other browsers? Yes Chrome version: Version 66.0.3359.139 (Official Build) (64-bit) Channel: stable OS Version: OS X 10.13.4 Flash Version: For all other OS X app's app the shortcut works just fine, except Chrome and Opera of course.

pompalini@ Thanks for the issue. Tried testing the issue on Mac OS 10.13.3 on the reported version 66.0.3359.139. Unable to change the keyboard layout to pt-PT. Request you to provide a screen cast of the steps followed to change the keyboard layout to pt-PT which will help in further triaging. Thanks..

Tested this issue on Mac OS 10.13.3 on the reported version 66.0.3359.139 and the latest Canary 68.0.3436.0 by following the below steps. 1. Launched Chrome and changed the input language to Portuguese. 2. on hitting the <command + `> buttons, cannot observe any cycle through tabs or windows. 3. Tried hitting <command + shift + `> button and still cannot observe any cycle through tabs or windows. Attached is the screen cast for reference. pompalini@ Request you to check and confirm if anything is missed from our end in triaging the issue. Removing 'Needs-TestConfirmation' label as this issue is not reproducible at TE end. Thanks..

susan.boorgula@ Re: And there you go, trying to cycle through windows does nothing only if you have tab's in the window you use the shortcut it will cycle through those tab's. I'm sending a screenshot to show what it does work will other app's, safari in this example. It's just a simple, light weight animated .gif you can open with with chrome to watch the animation.

And I know where the problem relies: The default chromium shortcut set to cycle through tabs is <cmd + Shift + ]> for US keyboard and that clashes with the cycle windows in Portuguese because the keys are exactly the same.

Yes I am, I'm trying to to exactly the same for every other OS X app's, cycle through windows shortcut which for Mac is <cmd + `> but for portuguese-PT keyboard the way I can achieve this is <cmd + Shift + ´>, but on a English keyboard this key sequence will be exactly the same as <cmd + Shit + ]> This is very annoying because Chrome is the only Mac app that has this behaviour, and further more, why do you have so many Tab Cycle shortcuts, the one's I usually use are <cmd + Alt + ←> or <cmd + Alt + ➝>. The <cmd + Shit + ]> isn't even listed in the Chrome Shortcut's list anymore https://support.google.com/chrome/answer/157179?hl=en I understand the graceful degradation policy but still, do you think this can fixed sometime in the future because for me it's such a pain that I might, after all these year's using Chrome DevTools, go back to Firefox... I have not yet looked into this specific problem, but I would guess that it's caused by the fact that "cmd + shift + ]" takes priority over symbolic hotkey from NSMenu for cycling through tabs. [which is incorrect]. I'm currently working on a CL that should hopefully fix this along with the innumerable other hotkey bugs.
