Install Button is read when Open button is displayed in Growth kit UI in Voice over mode.

Issue description

App Version: 67.0.3396.38 beta
iOS Version: 10.3.3,11.3
Device: iPhone

Precondition :
1. Enable Voice over mode from device settings.
2. Install Inbox and Gmail apps 

Steps to reproduce:
1. Launch chrome
2. Goto cnn.com
3. Tap on any URL
4. Tap on Mail icon
5. Scroll the cursor on Growth Kit UI

Observed results:
Install button is read when Open button is displayed in growth kit UI

Expected results:
Install button should not be read

Number of times you were able to reproduce: 3/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: NA
Bug reproducible on Dolphin/Safari/Firefox: Safari : NA
Bug reproducible on the current beta channel build : NA in M66 open button is not displayed
Bug reproducible on the current beta channel build : Yes in M67

The VoiceOver label is probably set inside GrowthKit. => danblakemore. Maybe file a b/ and put the number here and then mark this as ExternalDependency?
I think this is WAI.  It is saying "Installed".  If you wait a moment after it reads the description for the cell, it say "Opens app" which is the accessibility hint for installed apps.

I just verified this behavior in 67.0.3396.29 beta.

See this video in settings for a very similar behavior to what would happen if I didn't have gmail installed (in this case it's inbox) and voiceover were on.

Your video shows the Settings > Content Settings > Google app settings screen. I think the original bug description refers to the bottom sheet to select which app to use.

After I tapped on a mailto:// link, here's what I'm hearing when the focus is on the Gmail selection:

I have the Gmail app installed, but the voice over reads both Install and Open.
They're the same cell and use the same accessibility info.  I just have Gmail installed so there's no way to contrast them in the sheet.

It's reading the following:

 Gmail.  Google Inc.    Installed.  Button.   Opens application.
(accessibility label)    (state)    (trait)  (accessibility hint)

I'll send this over to the A11y team to see if they have any best practices for this.
