OS: Mac(10.12.6, 10.13.1, 10.13.5)

What steps will reproduce the problem?
(1) Launch chrome in browser full screen mode, navigate to chrome://settings. 
(2) Press tab focus and navigate through the entire chrome://settings page till you reach the last element on the page(Reset Settings).
(3) Now press tab key one more time and observe the tab focus.

Actual: Focus appears lost and on pressing 'Spacebar' key , focus navigates to chrome://downloads/ in a new tab.
Expected: Focus should not be lost and should be seen back on the tabstrip.

This is a Non-regression issue, seen from M-61 build #61.0.3113.0.

Note: The issue is not seen Windows(7,8,8.1,10) and Linux(14.04) OS.
