Non-Regression: Virtual keyboard doesn't get closed when we disable the toggle button of 'Show input options in the shelf'

Chrome Version:67.0.3396.41/10575.32.0 beta-channel Daisy,Reks,Candy

What steps will reproduce the problem?
(1)Sign into user >>Open chrome://settings/languages >>Input method 
(2)Turn On the toggle button of 'Show input options in the shelf' and select any input method to popup Virtual Keyboard
(3)Now disable the toggle button of 'Show input options in the shelf'and observe

Actual: Virtual keyboard doesn't get closed when we disable the toggle button of 'Show input options in the shelf'
Expected: Virtual Keyboard should also close when we disable the toggle button of 'Show input options in the shelf'

This is a Non-Regression issue seen from M-62

Note: Issue is not seen in Linux,Windows OS

I'm not sure whether VK should be closed in this case or not.
+Omri, should we close Vk when this option is disabled?

This bug has a target milestone that has passed.  Please help bug cleanup: mark it closed or update/remove the milestone target.
