Issue descriptionApp Version: 68.0.3425.0 canary iOS Version: 10.3.3, 11.3.1 Device: iPads only Precondition: Enable ui-refresh-phase-1 in chrome://flags Steps to reproduce: 1. Launch chrome 2. Open a NTP 3. Force quit the app 4. Relaunch the app Observed results: Tab count is not displayed where in, it shows the tab count in tab switcher mode Expected results: Tab count should be displayed on app cold start Number of times you were able to reproduce: 5/5 Bug reproducible after clean install: Yes Bug reproducible after clearing cache and cookies: Yes Type-bug-regression?
