Selecting text via mouse w/ scroll immediately stops after crossing the bottom window border

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/65.0.3325.181 Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1. open a web site with long text
2. left click and drag down to select text
3. drag down until the bottom window border is nearly reached -- text is scrolled up and the nearer you come to the window border the faster the text is scrolled.
4. let mouse cursor exceed the window border: text selection is stopped immediately and con not be recovered

What is the expected behavior?
Try the same with Firefox: text selection continues even after the mouse pointer is outside the window. This is intuitive and comfortable.

What went wrong?
If you want to select large texts you need to very exactly position the mouse to get faster text selection. A small glitch with the mouse and you have to restart the operation.

Tested the issue using #66.0.3359.181 on Linux Debian Rodete as per the steps mentioned in original comment and could not reproduce the issue.

@ajfrenzel: Could you please update Chrome to latest version #66.0.3359.181 and check if you still face the issue?

Sorry, I currently have only Version 65.0.3325.181 (Official Build) 
Built on Ubuntu , running on LinuxMint 17 (64-bit)

Please see the attached screencast of the issue.

What I did:

 1. mouse left click and drag to the bottom of the sceen
 2. text is selected and the window scrolls up
 3. at the moment where the mouse cursor is dragged outside cromium,
    scrolling and selection stops and ist not recoverable.

This issue is quite old.

Unable to reproduce the issue on Ubuntu 17.10 using chrome latest stable #67.0.3396.99.

Attached a screen cast for reference.

Observed that text selection continues even after the mouse pointer is outside the window as expected.

ajfrenzel@ - Could you please check the issue on latest stable #67.0.3396.99 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not. Also please let us know if the issue is specific to OS-Mint 17.

Sorry, I don't know how to get #67.0.3396.99 installed on Mint 17. The most up to date version, I get from the ubuntu repositries is Version 65.0.3325.181 (Official Build) Built on Ubuntu , running on LinuxMint 17 (64-bit)

Able to reproduce the issue on reported chrome & chromium version 65.0.3325.181 using Ubuntu 14.04 by resizing the window then dragging the mouse pointer downwards in order to cross the bottom window border.

@Reporter: As the issue seems to be fixed in latest stable, requesting you to check the same in a latest version and let us know if the issue got resolved. Please find the below link to download/install the latest version(s).

We were unable to reproduce this bug on linux debian using chrome-72.0.3615.0. If this bug still reproduces for you, 
please reopen or file a new issue. Thanks!
