Regression : Focus doesn't move properly in 'Application' section of devtools.

Issue description

Version: 67.0.3396.40 (Official Build) Revision 4d4e946fc6b643fe97197ead24e3a6f414385ad3-refs/branch-heads/3396@{#527}(32/64-bit)
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6,10.13.1,10.13.5)

What steps will reproduce the problem?
1. Launch chrome,navigate to NTP and open devtools
2. Now open new tab and again open devtools and go to 'Application' section and expand IndexedDB arrow 
3. Now expand 'esp-newtab..'option and click on 'items' to open items window
4. Now click on 'Clear object store' and press 'Shift + Tab' key and 'Tab' key to move back and forth,observe

Actual: Focus doesn't move properly after pressing 'Shift + Tab' key and 'Tab' key
Expected: Focus should move properly after pressing 'Shift + Tab' key and 'Tab' key

This is regression issue, broken in ‘M 65’ and below is the bisect info :
Good build: 65.0.3288.0  (Revision: 522667).
Bad build: 65.0.3289.0 (Revision: 522956).

You are probably looking for a change made after 522686 (known good), but no later than 522687 (first known bad).
