Insert an import rule to child-import-rule's styleSheets will lost the root styleSheet

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1. Drop the attach files into a static server
2. Open the test.html in Chrome
3. Wait for 2 seconds

What is the expected behavior?
The style won't change.

What went wrong?
Losing the style

Does this work in other browsers? Yes

Thanks for filing the issue! As per step 1 this looks like drop the files in static sever in-house TE not having permission to create server, hence adding the respective label for it to  triage further.

Unable to reproduce.

Check your network tab and your web server configuration, I'd guess that the problem is that the css file is served with an incorrect mine type or that the loading of it fails.
Not the server's issue, it works on other browsers.
I record 3 videos of Chrome, FireFox and Edge.
