Issue descriptionWe currently have an arbitrary limit of 8k X 8k - what should this limit actually be? This limit is enforced for the size of a frame that the camera contents will be rendered to in AR mode in ARCoreDevice / VRDisplayImpl.

we should avoid getting to the point where we pass 0. My understanding is that there is some sort of race that should be handled in Blink instead. - ddorwin@

More explicitly, IIRC, the cause of potential 0s is an initialization race in Blink.
