Can't zoom out of website even though "force enable zoom" is on

Issue description

Chrome Version: 66.0.3359.158
OS: Android

What steps will reproduce the problem?
(1) Load https://a810-lmpaca.nyc.gov/CitizenAccessBuildings/nycb-pay-violations-with-nycgov-header.aspx
(2) Try to pinch zoom

What is the expected result?
Able to zoom out to see full site

What happens instead?
Can't zoom out, content is cut off


I'm filing this under scroll because I also can't scroll to the content; not sure which component this really belongs to :(

Thanks for filing. Blink>Scroll is the correct label (if only because I look at zoom stuff and that's the label I monitor).

Looks like this is WAI and this is a page issue (Firefox and Safari have the same issues). The body contains a overflow:hidden div that houses the rest of the page content. This div is width: 100% of the page so horizontal overflow is unreachable (and unzoomable).
