Project Member Reported by xlou@chromium.org, May 8 2018

Issue description

Chrome Version: 68.0.3425.0 (Developer Build) (64-bit)
OS: Linux

What steps will reproduce the problem?
Open a landscape oriented PDF in chrome, print it as 2-sided and exam the printed pages to see whether it's short edge flip or long edge flip.

What is the expected result?

The expected result should be short edge flip, however the actual print shows long edge flip.
