CTRL+L does not focus on the omnibox when non-modal window is open

Issue description

Chrome version 68.0.3417.0 (Official Build) canary (64-bit)
Chrome version 68.0.3409.2 (Official Build) dev (64-bit)
Chrome version 66.0.3359.139 (Official Build) (64-bit)
Windows Version 1709 (OS Build 16299.371)

Steps to reproduce:
1. Launch any of the above versions of Chrome
2. Navigate to permission.site (be sure to choose the https version)
3. Select the USB button
Expected result: Chrome should allow you to switch away from the non-modal dialog when you press ctrl+l.
Actual result: the focus stays in the dialog until you select connect or press escape.

Is it possible to continue browsing the site leaving the permission dialog open using a mouse?

If so, perhaps that could be the bug. Depends on expected behavior.
