Decode url in link pop-up menu

Steps to reproduce the problem:
1. Long press some link with unicode chars
2. The title of menu is not decoded (punicode)

Example 
https://ru.wikipedia.org/wiki/8_%D0%BC%D0%B0%D1%8F

What is the expected behavior?

What went wrong?
Url is not decoded

Did this work before? N/A

Tested the issue using #66.0.3359.126 on Android Pixel 2; 8.1.0 and could reproduce the issue as per the steps mentioned below.

Steps:
1. Launched Browser
2. Long press on https://ru.wikipedia.org/wiki/8_%D0%BC%D0%B0%D1%8F
3. Observe the Decode url in context menu

This seems to be a Non-Regression issue as same behavior is seen since M60. Untriaged for further inputs on this issue.
