[Regression] Restarting Chrome results in all windows blinking in taskbar

Issue description

Chrome Version: 68.0.3424.0 (started a bit before)
OS: Win10

What steps will reproduce the problem?
(1) Have multiple browser windows
(2) Restart Chrome after an update (or force it via chrome://restart)

What is the expected result?
Chrome restarts and restores itself into its previous state

What happens instead?
State restored but all windows are blinking in the taskbar (need to focus all windows one-by-one).

I didn't have to previously focus all windows in order for session restore not to do this.

Able to reproduce this issue on 68.0.3424.0 with steps mentioned in comment#0. But this shows different behavior in different machines. i.e; In one Windows machine 68.0.3422.0 is good and 68.0.3423.0 is bad, and in another win 10 machine 64.0.3423.2 is good and 64.0.3424.0 is bad.

Hence providing bisect result from one of the machine where this is reproducible but not sure if any relevant changes here
Good Build: 68.0.3423.2
Bad Build: 68.0.3424.0

This cannot possibly be https://chromium-review.googlesource.com/c/chromium/src/+/1046672... It is a cleanup which removes an unused class..

I think the bisect range is incorrect, can we give it another try? If the repro is flaky, maybe we need to try the same version multiple times before declaring good/bad when bisecting.

This issue is seen from M-60 when we pin chrome to taskbar.Attaching screencast for reference.

As this issue is seen from M-60, considering this issue as Non-Regression and marking as Untriaged.

@robliao : any idea what could be causing this and/or how to prevent it? I'm fairly certain this didn't use to be the case for me...

Windows will flash the taskbar if a window appearing on the desktop does not receive foreground. This is what happened in the video.

gab: Is something running on the machine that prevents Chrome from receiving foreground? Interacting with another window during chrome://restart would do this.

This is triggered by session restore so all windows but one end up flashing and having to be focused. I'm pretty sure I didn't have this issue before when restoring chrome with multiple windows.
