Prerequisite: Be logged out of Twitter.

What steps will reproduce the problem?
(1) Open Chrome
(2) Navigate to https://mobile.twitter.com/login 
(3) Enter a username and a wrong password and tap "Log in"

What is the expected result?
The Save Password prompt is not displayed when the login fails.

What happens instead?
Although the login fails, the Save Password infobar is shown.
